Statewide Results Report
This fifth annual Statewide Results report highlights progress
and unfinished business in fulfilling the goals of "The
Illinois Commitment." The report documents achievements,
identifies shortcomings, cites best practices, and points
to challenges that must be overcome to further improve Illinois
higher education. "The Illinois Commitment" guides
colleges and universities, and state policy-makers on aligning
policies and practices with public priorities. (Presentation

Assessing Progress Toward Meeting
the Goals of The Illinois Commitment: Performance Indicators
2003 Annual Report
This companion piece to the "Statewide Results Report"
is the first to present detail on the performance indicators
adopted by the Illinois Board of Higher Education in February
2003. The performance indicators are designed to assess progress
toward the six goals of "The Illinois Commitment."
This first report focuses on statewide and "common institutional"
indictors for which data are currently available. The report
discusses the environmental factors influencing progress toward
meeting statewide goals as well as the policy implications
associated with the results associated with the progress reported

No Child Left Behind Act: Improving
Teacher Quality State Grant Program Fiscal Year 2004 Grant
Allocation
This item recommends a $5.3 million allocation in fiscal year
2004 for the Federal No Child Left Behind: Improving Teacher
Quality State Grant Program. These grants support professional
development opportunities for teachers, with special emphasis
in math and science. Grants are recommended for 26 applicants
who are eligible based on the criteria mandated by the U.S.
Department of Education. Each successful applicant involves
a partnership that consists of a public or private institution
and its division that trains teachers and principals; a school
of arts and sciences, and a high-need Illinois public school

Graduation Incentive Grant Program
- Fiscal Year 2004 Grant Allocation
This item recommends an allocation of the $100,000 appropriation
in fiscal year 2004 for the Graduation Incentive Grant Program.
Grants are recommended for Eastern Illinois University and
Western Illinois University; each has a program that promotes
completion of a baccalaureate degree within four years. (Presentation

This item recommends approval of six new associate degree programs
at the following community colleges: Harry S Truman College,

Associate of Arts in Teaching:
General Principles and Mathematics Model (Action)
One of the many activities undertaken as part of an initiative
to enhance the role of community colleges in preparing students
to enter teacher preparation programs has been the development
of Associate of Arts in Teaching degree models in high demand
disciplines. This item recommends the Board endorse the General
Principles for Associate of Arts in Teaching degree models
and the model for the Associate of Arts in Teaching. (Presentation

This item recommends approval of operating and/or degree-granting
authority to the following institutions: Finch University/The

Northwestern Business College-Chicago, Robert Morris College,
University of St. Francis, Westwood College-Chicago Loop,
