Statewide Results Report
This fifth annual Statewide Results report highlights progress and unfinished business in fulfilling the goals of "The Illinois Commitment." The report documents achievements, identifies shortcomings, cites best practices, and points to challenges that must be overcome to further improve Illinois higher education. "The Illinois Commitment" guides colleges and universities, and state policy-makers on aligning policies and practices with public priorities. (Presentation by Gary Alexander)

Assessing Progress Toward Meeting the Goals of The Illinois Commitment: Performance Indicators 2003 Annual Report
This companion piece to the "Statewide Results Report" is the first to present detail on the performance indicators adopted by the Illinois Board of Higher Education in February 2003. The performance indicators are designed to assess progress toward the six goals of "The Illinois Commitment." This first report focuses on statewide and "common institutional" indictors for which data are currently available. The report discusses the environmental factors influencing progress toward meeting statewide goals as well as the policy implications associated with the results associated with the progress reported on each goal. No Child Left Behind Act: Improving Teacher Quality State Grant Program Fiscal Year 2004 Grant Allocation
This item recommends a $5.3 million allocation in fiscal year 2004 for the Federal No Child Left Behind: Improving Teacher Quality State Grant Program. These grants support professional development opportunities for teachers, with special emphasis in math and science. Grants are recommended for 26 applicants who are eligible based on the criteria mandated by the U.S. Department of Education. Each successful applicant involves a partnership that consists of a public or private institution and its division that trains teachers and principals; a school of arts and sciences, and a high-need Illinois public school district. Graduation Incentive Grant Program - Fiscal Year 2004 Grant Allocation
This item recommends an allocation of the $100,000 appropriation in fiscal year 2004 for the Graduation Incentive Grant Program. Grants are recommended for Eastern Illinois University and Western Illinois University; each has a program that promotes completion of a baccalaureate degree within four years. 12. New Units of Instruction at Public Community Colleges (Action)
This item recommends approval of six new associate degree programs at the following community colleges: Harry S Truman College, Illinois Central College, Joliet Junior College, McHenry County College, William Rainey Harper College, and Waubonsee Community College. 13.

Associate of Arts in Teaching: General Principles and Mathematics Model (Action)
One of the many activities undertaken as part of an initiative to enhance the role of community colleges in preparing students to enter teacher preparation programs has been the development of Associate of Arts in Teaching degree models in high demand disciplines. This item recommends the Board endorse the General Principles for Associate of Arts in Teaching degree models and the model for the Associate of Arts in Teaching. New Operating and/or Degree-Granting Authority for Independent Institutions (Action)
This item recommends approval of operating and/or degree-granting authority to the following institutions: Finch University/The Chicago Medical School through the Dr. William M. Scholl College of Podiatric Medicine, Illinois Institute of Art-Schaumburg, Northwestern Business College-Chicago, Robert Morris College, University of St. Francis, Westwood College-Chicago Loop, Westwood College of Technology-DuPage, Westwood College of Technology-O'Hare Airport, and Westwood College of Technology-River Oaks. New Units of Instruction, Public Service and Research at Public Universities (Action)
This item recommends approval of a Department of Bioengineering, B.S. in Bioengineering, M.S. in Bioengineering, and a Ph.D. in Bioengineering at the University of Illinois at Urbana-Champaign. (Presentation by Gary Alexander)

II-1. Preliminary Fall 2003 Enrollments in Illinois Higher Education
This report summarizes 12-month headcount enrollment for fiscal year 2002 and preliminary fall term 2003 headcount and full-time-equivalent (FTE) enrollment for Illinois colleges and universities. Fall 2003 preliminary headcount enrollments at 187 degree-granting institutions total 811,884, an increase of 3.9 percent from fall 2002. Fall 2003 FTE enrollments total 577,991, an increase of 4.9 percent from fall 2002. (Dan Layzell)
