FY2005 Higher Education Budget Recommendations: Operations, Grants, and Capital Improvements (Action)
This item recommends adoption of higher education budget recommendations for operations, grants and capital improvement expenditures. (Presentation by Daniel LaVista and Daniel Layzell)


Personnel Policies for Public Universities (Action)
This item requests adoption of proposed personnel policies for public universities as required by Article 5, Section 5-5 of the State Officials and Employees Ethics Act (Public Act 93-0615 as amended by Public Act 93 0617). (Presentation by Daniel LaVista)


Independent Colleges and Universities Appointment of a Hearing Officer (Action)
This item requests approval to designate Attorney Charles S. Watson as Hearing Officer to conduct a hearing and to present findings of fact and recommendations to the Board of Higher Education regarding the possible revocation of the Certificate of Approval and Authorization to Operate of the American Islamic College, and the institution's Authorizations to Grant the following degrees: the Associate of Arts, the Bachelor of Arts in Arabic Studies, and the Bachelor of Arts in Islamic Studies. New Units of Instruction at Public Community Colleges (Action)
This item recommends approval of 14 new associate degree programs at the following community colleges: William Rainey Harper College, Illinois Valley Community College, Kankakee Community College, Lake Land College, Olney Central College, Frontier Community College, Lincoln Trail Community College, Wabash Valley College, Kaskaskia College, College of Lake County, Moraine Valley Community College, Oakton Community College, and Southeastern Illinois College.(Presentation by Gary Alexander)

10. New Operating and/or Degree-Granting Authority for Independent Institutions (Action)

11. New Units of Instruction, Public Service and Research at Public Universities (Action)
This item recommends approval of a B.S. in Nursing, Off-Campus in the North Suburban Region at Northern Illinois University, and a Ph.D. in Earth and Environmental Sciences and a Doctor of Education in Urban Education Leadership (Ed.D.) at the University of Illinois at Chicago. Mid-Term Review of The Illinois Commitment: Environmental Analysis and Implications for the Future (Information)
This initial report related to the mid-term review of The Illinois Commitment provides an analysis of environmental and other trends and challenges facing higher education for 2004 and beyond. A review of the literature suggests that the six goals of The Illinois Commitment are still priority issues for Illinois higher education. However, this analysis also highlights several events and trends that have developed during the last five years and that were not necessarily foreseen in 1999. This may warrant some adjustment and refinement of the specific priorities and emphases to be pursued by Illinois higher education in the coming years within the context of The Illinois Commitment.(Presentation by Daniel Layzell)


University Center of Lake County (Information)
This is a report on the two University Center construction projects currently under way in Grayslake and Waukegan. The report will also provide an update on recent programs and activities of the University Center. (Presentation by G. Gary Grace)


Illinois State Teacher Quality Enhancement Grant (Information)
This item is a report on the progress of the Illinois State Teacher Quality Enhancement grant, awarded to the Illinois Board of Higher Education on behalf of a Partnership Alliance with the IBHE, the Illinois State Board of Education and the Illinois Community College Board. Entitled A Common Vision: Teacher Quality Enhancement in the Middle Grades in Illinois, this grant seeks to improve education at the middle school level.(Presentation by Debbie Meisner-Bertauski)

15. Establishment and Appointment of a Committee to Study and Implement Policies Affecting Students With Disabilities (Information)
This item recommends that the Illinois Board of Higher Education charge staff to convene an advisory committee consisting of disabilities experts to examine "issues related to the development and implementation of more effective information systems and the improvement of the transition from high school to postsecondary institutions of students with disabilities," as well as review budgetary structures and support for students with disabilities in higher education.(Presentation by Lynn Murphy)

Public University Noninstructional Project Approval
This item recommends approval for noninstructional capital improvement projects at Eastern Illinois University, Northeastern Illinois University, and Southern Illinois University Edwardsville. (Sharon Ward)
