Higher Education Training Opportunity

Illinois Campus Security Coordinator Announced


Roy Garcia appointed by the Illinois Terrorism Task Force

In the wake of the Virginia Tech shootings in 2007, the State of Illinois Campus Security Task Force was established, comprised of leaders in college administration, law enforcement, public safety and mental health. This task force successfully crafted new and more effective campus security policies and procedures and recommended legislation aimed at assisting colleges to prepare for, respond to, and recover from emergency and security-related incidents on campus. In April of 2008, the State of Illinois Campus Security Task Force issued its final report to the Governor.  Later that year, the Campus Security Enhancement Act of 2008 (110 Illinois Compiled Statutes 12/1; Public Act 95-0881) was passed and signed into law.

As a result, in January 2009, Illinois became the first state in the nation to require all colleges in the state to develop and exercise an all-hazards emergency response plan (CEOP) and an inter-disciplinary and multi-jurisdictional campus violence prevention plan (CVPP). The Act also requires the development and implementation of a campus violence prevention committee and a campus threat assessment team for each higher education institution. Upon completion of the CEOP and CVPP by a higher education institution, a copy of each should be provided to the local ESDA, IEMA Regional Office, and either IBHE or ICCB, as appropriate.  It was further recommended that a full-time Campus Security Coordinator-Liaison Officer position be established, to provide: (a) oversight; (b) technical consulting; (c) sharing of best practices; (d) higher education representation in the State EOC; and (e) general coordination on all statewide campus security issues to all Illinois based higher education institutions.

In November of 2010, the Illinois Terrorism Task Force (ITTF) appointed Roy Garcia to the position of Campus Security Coordinator. Roy is the past President of the Illinois Campus Law Enforcement Executives, former Director of Emergency Preparedness, Director of Campus Public Safety at Aurora University, and a member of the Illinois Campus Security Task Force. Roy has over 30 years of law enforcement experience on the local , state and federal level.  The Campus Security Coordinator position is sponsored by the ITTF and the Illinois Emergency Management Agency. Roy’s role is to provide oversight and assistance to higher education institutions as they strive to develop new and enhance existing campus emergency plans and violence prevention plans.  He may be reached at 217-557-4759 or rgarc2@uis.edu.

 

The Campus Security Enhancement Act of 2008 and JCAR Administrative Rules

On June 5, 2009, the Joint Committee on Administrative Rules (JCAR) finalized the campus security-related rules package proposed by the Illinois Emergency Management Agency (IEMA) entitled “All Hazards Campus Emergency Plan and Violence Prevention Plan.”  IEMA developed the rules pursuant to The Campus Security Enhancement Act of 2008 (P.A. 95-881).  According to JCAR, a number of provisions that were mandatory in the proposed version of the rules, but were not required by statute, have been made advisory in the final version.  In a number of instances throughout the rules the word “shall,” which signifies a mandatory action, has been changed to “should,” which indicates a recommended or advisory action.  For details regarding requirements and recommendations of the Campus Security Enhancement Act of 2008 and the Administrative Rules see the links below.

As recommended by rule, institutions’ emergency plans should be reviewed by the institution’s local Emergency Services Disaster Agency (ESDA) and upon completion should be submitted to the Illinois Board of Higher Education (IBHE) at: Illinois Board of Higher Education, Campus Emergency Plans, 431 East Adams, 2nd Floor, Springfield, IL 62701-1404. Community Colleges should submit a copy of their completed plans to the Illinois Community College Board (ICCB) at: Illinois Community College Board, Campus Emergency Plans, 401 E. Capitol Ave., Springfield, IL 62701-1711.
