General Information Illinois ranks far below the most-educated U.S. states in educational attainment. A wide and stubborn achievement gap exists leaving minorities and low-income persons with far lower levels of educational attainment. Illinois needs to increase educational attainment to compete in the modern economy by matching the best-performing states. We can do this by increasing the success of students at each stage of the P-20 education pipeline to eliminate achievement gaps by race, ethnicity, socioeconomic status, gender, and disability. Annual Reports The Illinois Board of Higher Education has been issuing annual reports since 1989 (pursuant to Public Act 85-283 and subsequent legislation). The annual reports are a compilation of reports from public institutions of higher education with the objective to increase “the participation of minorities, women and handicapped individuals who are traditionally underrepresented in education programs and activities” (110 ILCS 205/9.16).
