GOVERNOR NAMES EMERITUS PROFESSOR TO IBHE
SPRINGFIELD - Governor Rod R. Blagojevich has appointed
Gilbert L. Rutman, an economist and emeritus professor at Southern
Illinois University-Edwardsville, to the Illinois Board of Higher
Education (IBHE). Rutman succeeds Steven H. Lesnik, former Chairman
of the Board.
Rutman joined the faculty at SIU-Edwardsville in 1969, after holding
teaching positions at West Virginia University, the University of
Arizona, and Duke University. He also was a visiting fellow at Rhodes
University in South Africa for a year in the mid-Sixties.
He chaired the Department of Economics at SIU-E from 1979 to 1986
when he became the director of the university's Center for Economic
Education, a post he held until 1999. His teaching assignments included
graduate courses in comparative economic systems, manpower economics,
and labor economics.
Rutman has written extensively on labor market issues, property
rights and land development in Africa, and a wide variety of economics
subjects. Among his recent publications was a paper for Nursing
and Health Policy Review in spring 2000 entitled, "Managing
the Nurse Workforce: The Effects of Wages, Education, and Family
Structure on the Willingness to Work as a Registered Nurse."
Rutman received his bachelor's and master's degrees in economics
at Boston University and his Ph.D. in economics from Duke. He resides
in Edwardsville.
